FH UNS – Program Studi Magister Kenotariatan Fakultas Hukum Universitas Sebelas Maret (FH UNS) sukses menyelenggarakan Simposium Nasional & Call for Paper bertema “Peran Notaris/PPAT dalam Pemberantasan Mafia Tanah dan Penguatan Jaminan Kepastian Hukum Hak Atas Tanah di Indonesia.” Kegiatan yang merupakan bagian dari skema Pembelajaran Kemahasiswaan berbasis forum ilmiah ini digelar pada Senin, 17 November 2025, di Aula Amiek Sumindriyatmie, Gedung 3 FH UNS, dan dihadiri oleh sekitar 140 peserta dari kalangan akademisi, praktisi hukum, mahasiswa pascasarjana, serta pemangku kepentingan di bidang pertanahan.
Acara dibuka secara resmi oleh Dekan Fakultas Hukum UNS, Dr. Muhammad Rustamaji, S.H., M.H. Dalam sambutannya, beliau menegaskan pentingnya kolaborasi antara perguruan tinggi, pemerintah, dan organisasi profesi untuk memperkuat ekosistem hukum pertanahan di Indonesia. Ia menekankan bahwa tantangan pemberantasan mafia tanah tidak dapat diselesaikan secara sektoral, melainkan harus melalui integrasi pengetahuan, profesionalisme, serta pembaruan regulasi yang berkelanjutan. UNS, melalui Program Studi Magister Kenotariatan, berkomitmen terus menghadirkan forum ilmiah yang relevan dengan kebutuhan profesi dan dinamika hukum nasional.
Simposium ini menghadirkan narasumber dari berbagai institusi strategis. Dr. Heni Susila Wardoyo, S.H., M.H., Kepala Kanwil Kemenkumham Provinsi Jawa Tengah, memaparkan pentingnya sinergi pemerintah dan pejabat publik dalam mencegah penyalahgunaan kewenangan yang berpotensi memicu konflik pertanahan. Lamptri, A.Ptnh., S.H., M.H., Kepala Kanwil BPN Provinsi Jawa Tengah, memberikan pemahaman mengenai tata kelola pertanahan, sistem pendaftaran tanah, serta upaya BPN dalam mempersempit ruang gerak praktik mafia tanah. Sementara itu, Wedy Asmara, S.H., Sp.Not., Ketua IPPAT Provinsi Jawa Tengah, menekankan bahwa integritas dan kehati-hatian PPAT dalam pembuatan akta merupakan garda terdepan untuk menjaga kepastian hukum hak atas tanah. Dari aspek akademik, Prof. Dr. Rahayu Subekti, S.H., M.Hum., Kaprodi Magister Kenotariatan FH UNS, menyampaikan analisis teoretis dan yuridis mengenai peran notaris serta urgensi pembaruan regulasi pertanahan. Seluruh diskusi dipandu oleh Dr. Rosita Candrakirana, S.H., M.H., dosen FH UNS yang memfasilitasi dialog interaktif antara para narasumber dan peserta.
Penyelenggaraan kegiatan ini sejalan dengan komitmen pimpinan UNS untuk memperkuat tridharma perguruan tinggi, khususnya dalam peningkatan kualitas pendidikan hukum dan profesionalisme calon notaris. UNS mendukung pembentukan forum ilmiah yang mendorong mahasiswa dan praktisi untuk berkontribusi dalam pengembangan ilmu serta memberikan solusi atas permasalahan hukum yang dihadapi masyarakat.
Selain memberikan manfaat akademik, simposium ini juga mendukung pencapaian beberapa Sustainable Development Goals (SDGs). Pertama, SDG 16: Peace, Justice, and Strong Institutions, karena kegiatan ini berkontribusi pada penguatan integritas profesi, transparansi, serta kepastian hukum di sektor pertanahan. Kedua, SDG 4: Quality Education, sebab forum ini memperluas akses pembelajaran bermutu melalui pertukaran pengetahuan antara akademisi dan praktisi. Ketiga, SDG 17: Partnerships for the Goals, karena pelaksanaan simposium didasari kolaborasi lintas sektor antara universitas, pemerintah, dan organisasi profesi dalam upaya bersama menanggulangi praktik mafia tanah.
Melalui pelaksanaan simposium ini, Program Studi Magister Kenotariatan FH UNS berharap dapat memberikan kontribusi ilmiah dan praktis bagi pembaruan regulasi dan penegakan hukum pertanahan di Indonesia. Kegiatan ini memperkuat posisi FH UNS sebagai institusi yang aktif mendorong transparansi, integritas profesi, serta kolaborasi strategis untuk menciptakan sistem pertanahan yang lebih adil dan berkeadilan.

The National Symposium on Masters in Notary Affairs, Faculty of Law, UNS, Discusses the Role of Notaries/PPAT in Eradicating Land Mafia
FH UNS – The Master of Notary Study Program of the Faculty of Law, Sebelas Maret University ( FH UNS ) successfully held a National Symposium & Call for Paper with the theme “The Role of Notaries/PPAT in Eradicating Land Mafia and Strengthening Legal Certainty of Land Rights in Indonesia.” The activity, which is part of the Student Learning scheme based on scientific forums, was held on Monday, November 17, 2025, at the Amiek Sumindriyatmie Hall, Building 3 FH UNS , and was attended by around 140 participants from academics, legal practitioners, postgraduate students, and stakeholders in the land sector.
The event was officially opened by the Dean of the Faculty of Law, UNS , Dr. Muhammad Rustamaji, SH, MH. In his remarks, he emphasized the importance of collaboration between universities, the government, and professional organizations to strengthen the land law ecosystem in Indonesia. He emphasized that the challenge of eradicating land mafia cannot be solved sectorally, but must be through the integration of knowledge, professionalism, and continuous regulatory updates. UNS , through the Notary Masters Study Program, is committed to continuing to present scientific forums that are relevant to the needs of the profession and the dynamics of national law.
The symposium featured speakers from various strategic institutions. Dr. Heni Susila Wardoyo, SH, MH, Head of the Central Java Provincial Office of the Ministry of Law and Human Rights, explained the importance of synergy between the government and public officials in preventing abuse of authority that could potentially trigger land conflicts. Lamptri, A.Ptnh., SH, MH, Head of the Central Java Provincial BPN Regional Office, provided an understanding of land governance, the land registration system, and the BPN’s efforts to narrow the scope for land mafia practices. Meanwhile, Wedy Asmara, SH, Sp.Not., Head of the Central Java Provincial IPPAT, emphasized that the integrity and prudence of PPATs in drafting deeds are the front line in maintaining legal certainty of land rights. From an academic aspect, Prof. Dr. Rahayu Subekti, SH, M.Hum., Head of the Master of Notary Program, Faculty of Law, UNS , presented a theoretical and legal analysis of the role of notaries and the urgency of updating land regulations. The entire discussion was moderated by Dr. Rosita Candrakirana, SH, MH, a lecturer at the Faculty of Law , UNS , who facilitated the interactive dialogue between the speakers and participants.
This activity aligns with the UNS leadership’s commitment to strengthening the Tri Dharma of Higher Education, particularly in improving the quality of legal education and the professionalism of prospective notaries. UNS supports the establishment of a scientific forum that encourages students and practitioners to contribute to the development of knowledge and provide solutions to legal issues facing the community.
In addition to providing academic benefits, this symposium also supports the achievement of several Sustainable Development Goals (SDGs). First, SDG 16: Peace, Justice, and Strong Institutions, because this activity contributes to strengthening professional integrity, transparency, and legal certainty in the land sector. Second, SDG 4: Quality Education, because this forum expands access to quality learning through knowledge exchange between academics and practitioners. Third, SDG 17: Partnerships for the Goals, because the implementation of the symposium is based on cross-sector collaboration between universities, government, and professional organizations in a joint effort to overcome land mafia practices.
Through this symposium, the Master of Notary Program at the Faculty of Law, Universitas Negeri Surabaya (UNS) , hopes to make scientific and practical contributions to regulatory reform and land law enforcement in Indonesia. This activity strengthens the Faculty’s position as an institution actively promoting transparency, professional integrity, and strategic collaboration to create a fairer and more just land system.
