FH UNS – Fakultas Hukum Universitas Sebelas Maret (FH UNS) bersama Dewan Kehormatan Penyelenggara Pemilu Republik Indonesia (DKPP RI) menggelar kegiatan kolaboratif bertema penguatan integritas penyelenggara pemilu pada Kamis, 27 November 2025, di Aula Gedung 3 FH UNS. Acara ini merupakan bagian dari Skema Pembelajaran Kemahasiswaan dalam mendukung pelaksanaan Tri Dharma Perguruan Tinggi melalui peningkatan kualitas pendidikan, penelitian, dan pengabdian kepada masyarakat di bidang etika dan hukum pemilu.
Dalam sambutannya, Dekan FH UNS, Dr. Muhammad Rustamaji, S.H., M.H., menegaskan pentingnya integritas demokrasi dan peran akademisi dalam menjaga keadilan pemilu di Indonesia. Beliau menyampaikan komitmen FH UNS untuk terus mencetak lulusan yang memiliki kompetensi hukum sekaligus menjunjung tinggi nilai etik dalam ranah demokrasi dan penyelenggaraan pemilu.
Setelah sambutan Dekan, acara dilanjutkan dengan penandatanganan kerja sama antara FH UNS dan DKPP RI. Penandatanganan Nota Kesepahaman (MoU) dilakukan antara Ketua DKPP RI, Heddy Lugito, dengan Universitas Sebelas Maret yang diwakili oleh Dekan FH UNS, Dr. Muhammad Rustamaji, S.H., M.H., atas nama Rektor UNS. Sementara itu, penandatanganan Perjanjian Kerja Sama (PKS) dilakukan antara FH UNS dan DKPP RI yang diwakili oleh Sekretaris DKPP RI, Drs. Syarmadani, M.Si.
Usai penandatanganan, Ketua DKPP RI, Heddy Lugito, menyampaikan Keynote Speech. Dalam pidatonya, ia menyoroti hasil analisis dari The Economist Intelligence Unit (EIU) 2024 yang menunjukkan bahwa Indonesia memperoleh skor 6,44 dan berada dalam kategori “demokrasi cacat” (flawed democracy). Menurut Heddy, kondisi ini menjadi peringatan serius bagi seluruh institusi: penurunan indeks demokrasi menuntut upaya nyata agar penyelenggaraan pemilu di Indonesia benar-benar demokratis. Karena itu, kolaborasi antara perguruan tinggi dan lembaga penyelenggara pemilu dinilai sebagai langkah strategis penting untuk memperkuat integritas, profesionalisme, dan keadilan demokrasi.
Rangkaian acara kemudian dilanjutkan dengan Seminar Nasional bertema “Integritas Penyelenggara Pemilu dan Masa Depan Demokrasi Indonesia” yang dipandu oleh Dr. Heri Hartanto, S.H., M.Hum. Seminar ini menghadirkan narasumber: Drs. Mohammad Toha, S.Sos., M.Si. dari DPR RI; Drs. Sosiawan, S.H., M.H. dari Bawaslu Provinsi Jawa Tengah; Prof. Dr. Umbu Rauta, S.H., M.Hum., pakar Hukum Tata Negara dan Pemilu dari FH UKSW; serta Dr. Jadmiko Anom Husodo, S.H., M.H. dari FH UNS.
Dalam pemaparannya, para narasumber menyoroti fenomena legisme otoritarian — praktik penegakan hukum pemilu yang terlalu formalistik sehingga berpotensi mengabaikan keadilan substantif. Selain itu, pentingnya sinkronisasi regulasi, independensi penyelenggara pemilu, serta ketahanan demokrasi menghadapi tantangan disinformasi juga menjadi fokus pembahasan. Sesi diskusi berlangsung interaktif dengan banyak pertanyaan kritis dari mahasiswa terkait dinamika penyelenggaraan pemilu di Indonesia masa kini. Antusiasme peserta menunjukkan semakin meningkatnya kesadaran akademik terhadap isu-isu etik dalam demokrasi dan pemilu.
Penyelenggaraan kegiatan ini mendukung pencapaian Tujuan Pembangunan Berkelanjutan (SDGs), terutama SDG 16 tentang institusi yang damai, adil, dan kuat, serta SDG 4 tentang pendidikan berkualitas. Manfaat nyata yang diperoleh di antaranya peningkatan literasi kepemiluan bagi ratusan mahasiswa FH UNS, terbentuknya kesadaran akan urgensi etika dalam pemilu, serta terwujudnya jejaring kolaboratif antara akademisi dan lembaga penyelenggara pemilu untuk memperkuat demokrasi Indonesia.
FH UNS berkomitmen untuk terus menghadirkan ruang akademik yang kritis, dialogis, dan solutif dalam mendukung penyelenggaraan pemilu yang berintegritas. Kerja sama dengan DKPP RI ini menjadi langkah nyata FH UNS dalam berkontribusi memperkuat kualitas demokrasi di Indonesia.

The Faculty of Law (FH) of the Indonesian National Elections Commission (DKPP) and the Indonesian Elections Supervisory Board (DKPP) Strengthen the Integrity of Election Organizers
FH UNS – The Faculty of Law, Sebelas Maret University ( FH UNS ) together with the Honorary Council of Election Organizers of the Republic of Indonesia (DKPP RI) held a collaborative activity themed strengthening the integrity of election organizers on Thursday, November 27, 2025, in the Hall of Building 3 FH UNS. This event is part of the Student Learning Scheme in supporting the implementation of the Tri Dharma of Higher Education through improving the quality of education, research, and community service in the field of election ethics and law.
In his remarks, the Dean of the Faculty of Law , UNS , Dr. Muhammad Rustamaji, SH, MH, emphasized the importance of democratic integrity and the role of academics in maintaining electoral justice in Indonesia. He conveyed the Faculty’s commitment to continuing to produce graduates with legal competence while upholding ethical values in the realm of democracy and election administration.
After the Dean’s remarks, the event continued with the signing of a cooperation agreement between the FH UNS and the DKPP RI. The signing of the Memorandum of Understanding (MoU) was carried out between the Chairman of the DKPP RI, Heddy Lugito, and Sebelas Maret University represented by the Dean of the FH UNS , Dr. Muhammad Rustamaji, SH, MH, on behalf of the UNS Chancellor . Meanwhile, the signing of the Cooperation Agreement (PKS) was carried out between the FH UNS and the DKPP RI represented by the Secretary of the DKPP RI, Drs. Syarmadani, M.Si.
Following the signing, the Chairman of the Indonesian Elections Council (DKPP), Heddy Lugito, delivered a keynote speech. In his speech, he highlighted the results of the 2024 analysis by The Economist Intelligence Unit (EIU), which showed that Indonesia scored 6.44 and fell into the category of “flawed democracy.” According to Heddy, this condition is a serious warning to all institutions: the decline in the democracy index demands concrete efforts to ensure that elections in Indonesia are truly democratic. Therefore, collaboration between universities and election management bodies is considered an important strategic step to strengthen the integrity, professionalism, and fairness of democracy.
The series of events then continued with a National Seminar themed “Election Organizer Integrity and the Future of Indonesian Democracy” moderated by Dr. Heri Hartanto, SH, M.Hum. This seminar presented the following speakers: Drs. Mohammad Toha, S.Sos., M.Si. from the Indonesian House of Representatives; Drs. Sosiawan, SH, MH from the Central Java Province Election Supervisory Agency; Prof. Dr. Umbu Rauta, SH, M.Hum., an expert in Constitutional Law and Elections from the UKSW Faculty of Law; and Dr. Jadmiko Anom Husodo, SH, MH from the UNS Faculty of Law .
In their presentations, the speakers highlighted the phenomenon of authoritarian legism—the practice of overly formalistic election law enforcement that potentially undermines substantive justice. Furthermore, the importance of regulatory synchronization, the independence of election organizers, and democratic resilience in the face of disinformation challenges were also highlighted. The discussion session was interactive, with many critical questions from students regarding the dynamics of election administration in Indonesia today. The participants’ enthusiasm demonstrated the growing academic awareness of ethical issues in democracy and elections.
This event supports the achievement of the Sustainable Development Goals (SDGs), particularly SDG 16 on peaceful, just, and strong institutions, and SDG 4 on quality education. Tangible benefits include improved electoral literacy for hundreds of UNS Faculty of Law students, a heightened awareness of the urgency of election ethics, and the establishment of a collaborative network between academics and election management bodies to strengthen Indonesian democracy.
The Faculty of Law (FH) at UNS is committed to continuously providing a critical, dialogical, and solution-oriented academic space to support the implementation of elections with integrity. This collaboration with the Indonesian Elections Commission (DKPP) is a concrete step by the Faculty to contribute to strengthening the quality of democracy in Indonesia.
