Badan Keahlian DPR RI bekerja sama dengan Fakultas Hukum Universitas Sebelas Maret menyelenggarakan kegiatan Focus Group Discussion (FGD) dalam rangka penyusunan Naskah Akademik (NA) dan Rancangan Undang-Undang (RUU) tentang Pengelolaan Air Minum dan Sanitasi pada Senin, 2 Maret 2026. Kegiatan ini dilaksanakan di Ruang Sidang Pertamina Gedung 4 Fakultas Hukum UNS sebagai bagian dari proses penguatan kajian legislasi berbasis akademik.
FGD ini menjadi bagian dari mekanisme konsultasi publik yang bertujuan untuk menghimpun pandangan, masukan, serta rekomendasi dari kalangan akademisi dan pemangku kepentingan terkait perumusan kebijakan di bidang pengelolaan air minum dan sanitasi. Kegiatan ini juga mencerminkan pentingnya keterlibatan perguruan tinggi dalam mendukung proses pembentukan peraturan perundang-undangan yang berbasis kajian ilmiah dan kebutuhan masyarakat.
Dalam forum diskusi, para peserta membahas berbagai aspek strategis yang menjadi landasan dalam penyusunan Naskah Akademik dan RUU, meliputi landasan filosofis, sosiologis, dan yuridis. Pembahasan juga mencakup isu-isu aktual terkait akses terhadap air minum yang aman, penyediaan sanitasi yang layak, serta tantangan pengelolaan sumber daya air di tengah dinamika pembangunan dan pertumbuhan penduduk.
Diskusi berlangsung secara interaktif dengan pertukaran gagasan yang konstruktif antara akademisi, praktisi, serta pemangku kepentingan lainnya. Berbagai perspektif yang disampaikan diharapkan dapat memperkaya substansi Naskah Akademik serta memberikan dasar yang kuat bagi penyusunan RUU yang responsif, implementatif, dan berorientasi pada kepentingan publik.
Melalui sinergi antara Badan Keahlian DPR RI dan Fakultas Hukum Universitas Sebelas Maret, diharapkan proses penyusunan Naskah Akademik dan Rancangan Undang-Undang tentang Pengelolaan Air Minum dan Sanitasi dapat menghasilkan rumusan yang komprehensif, partisipatif, serta mampu menjawab tantangan dalam pemenuhan akses air minum yang aman dan sanitasi yang layak bagi masyarakat Indonesia.
Kegiatan ini sekaligus menegaskan peran strategis Fakultas Hukum Universitas Sebelas Maret dalam memberikan kontribusi nyata terhadap pengembangan hukum nasional, khususnya dalam mendukung pembentukan regulasi yang berorientasi pada kesejahteraan masyarakat dan keberlanjutan lingkungan.
The Board of Expertise of the House of Representatives in collaboration with the Faculty of Law of the University of Sebelas Maret held a Focus Group Discussion (FGD) in order to draft the Academic Manuscript (NA) and the Draft Law (RUU) on Drinking Water Management and Sanitation on Monday, March 2, 2026. This activity was carried out in the Pertamina Convention Room of Building 4 Faculty of Law UNS as part of the process of strengthening the study of academic-based legislation.
This FGD is part of a public consultation mechanism that aims to gather views, inputs, and recommendations from academics and stakeholders related to policy formulation in the field of drinking water and sanitation management. This activity also reflects the importance of the involvement of universities in supporting the process of establishing legislation based on scientific studies and community needs.
In the discussion forum, the participants discussed various strategic aspects that became the basis in the preparation of the Academic Manuscript and the Bill, covering the philosophical, sociological, and juridical foundations. The discussion also includes actual issues related to access to safe drinking water, provision of proper sanitation, and the challenges of water resource management amid the dynamics of development and population growth.
The discussion takes place interactively with the exchange of constructive ideas between academics, practitioners, and other stakeholders. Various perspectives are expected to enrich the substance of the Academic Manuscript and provide a solid foundation for the preparation of a bill that is responsive, implementative, and oriented to the public interest.
Through the synergy between the Board of Expertise of the House of Representatives and the Faculty of Law of the University of Sebelas Maret, it is expected that the process of drafting Academic Manuscripts and Draft Law on Drinking Water Management and Sanitation can produce a comprehensive formulation, participatory, and able to answer challenges in fulfilling safe access to drinking water and proper sanitation for the people of Indonesia.
This activity also emphasizes the strategic role of the Faculty of Law of the University of Sebelas Maret in making a real contribution to the development of national law, especially in supporting the formation of regulations oriented to community welfare and environmental sustainability.
